Why is Council holding community consultation again?
Somerset Regional Council completed the Kilcoy Streetscape Revitalisation Master Plan and initial community consultation in 2023, which identified key community priorities and concerns. The Master Plan has guided the Detailed Concept Design, which explores the finer details of the streetscape. This second round of community consultation is seeking specific feedback on design elements to ensure the streetscape reflects an image of Kilcoy the community can be proud of.
Will a Kilcoy bypass be an option?
A bypass is not part of the current streetscape project. The Department of Transport and Main Roads (TMR) have indicated a bypass is not an option due to road pavement and intersection upgrades along William Street, Hope Street and Mary Street undertaken in 2021.This project is focussed on enhancing the existing town centre and structure to make it safer, more attractive, and functional.
Are we losing more carparks?
No. Maintaining convenient carparking within the town centre is important to Council.The proposed design may involve some changes, but overall provides an increase in car parks, excluding the recently completed Aston Park Precinct.
• Council estimates the streetscape will provide an additional 15 car parks, 7 motorcycle spaces, 1 person with disability (PWD) space, and 2 less RV and long vehicle spaces.
• The upgraded Aston Park Precinct includes an additional 18 car parks and 10 RV and long vehicle spaces.
• In addition, Anzac Park has 3 car parks and 1 RV and long vehicle space, while the Kilcoy Visitor Information Centre has 23 car parks, 2 RV and long vehicle spaces and 2 PWD spaces.
Why can't we have zebra crossings?
Any pedestrian crossing needs to meet relevant Queensland road safety and design requirements.TMR have upgraded the road through Kilcoy to ensure traffic flows continuously. This traffic flow is designed to minimise waste spillage from large cattle trucks travelling through town.
The most appropriate pedestrian crossing for the town centre are build outs. These are formal kerb extensions that narrow the road at particular points.
This design:
• shortens the distance pedestrians need to cross,
• improves pedestrian visibility,
• encourages slower vehicle speeds, and
• can incorporate ramps, landscaping and street furniture
Will speed limits be reduced?
No.Speed limits are regulated under Queensland legislation and are not determined solely by Council.An assessment would need to be made against relevant guidelines and safety requirements by TMR.The speed limit through town was last assessed in 2021 during the pavement and intersection works, with the limit reduced to 50km/h through town.
What are time timeframes for the project delivery?
Community consultation closes 5pm, Friday 4 September. Council will then progress detailed designs to 100% factoring in feedback from the community. Project delivery would be contingent upon funding being sourced. Council has a strong history of successful grant applications and will actively seek funding opportunities to progress the Kilcoy Streetscape Revitalisation.
